The Presidents The Presidents of the Courts, Tribunals and Councils that constitute the summit represent the highest level of the organisation. The plenary council, which is made up of the presidents, is the highest decision-taking body of the Ibero-American Judicial Summit. According to the rules of operation, the plenary council must adopt its decisions by consensus of all the members in attendance. If no consensus is reached, a voting system may be used to adopt decisions. If that is the case, each country that forms part of the summit has two votes: one for the Supreme Court or Tribunal and the other for the council of the judiciary.
