The Presidents

The Presidents of the Courts, Tribunals and Councils that constitute the summit represent the highest level of the organisation. The plenary council, which is made up of the presidents, is the highest decision-taking body of the Ibero-American Judicial Summit. According to the rules of operation, the plenary council must adopt its decisions by consensus of all the members in attendance. If no consensus is reached, a voting system may be used to adopt decisions. If that is the case, each country that forms part of the summit has two votes: one for the Supreme Court or Tribunal and the other for the council of the judiciary. More specifically, the plenary council has the following powers:

  • To issue declarations, decisions and recommendations and support projects on the subject included in the thematic agenda of each edition or on matters that may arise during the sessions.
  • To decide on the location and theme of the next edition of the summit.
  • To decide on the location of the permanent secretary's office in accordance with the current rules of operation.
  • To adopt, where applicable, the proposals for amendments to the current rules of operation.
